City Council Meeting - January 11

The Cloverdale City Council will hold a regularly scheduled meeting: 

Wednesday, January 11 at 6:00 pm

The Council meeting will be held at the Cloverdale Performing Arts Center. A zoom link is available on the agenda for virtual attendance and participation.

Major items on the City Council agenda include: 

  1. Appointing the Engineer of Work for the Cloverdale Landscaping and Lighting Assessment District for Fiscal Year 2023-24
  2. Adoption of the 2023 City Council Subcommittee, Joint Subcommittee and Regional

Board/Committee Appointments

  1. Revising the Current Stage 4 Water Shortage Emergency, Mandating Water Conservation Measures to a Stage 3 and Terminating the Previously Enacted Suspension of New or Enlarged Water System Connections enacted Pursuant to Cloverdale Municipal Code section 13.05.030
  2. Provide direction to the Mayor to support appointments that will be made by the Sonoma County Mayors’ and Councilmembers’ Association’s City Selection Committee and Board of Directors

USACE Announces High-Flow Release at Coyote Valley Dam 

The U.S. Army Corps of Engineers San Francisco District (USACE) issued a news release on January 14th announcing that they will began a series of high-flow releases from Coyote Valley Dam at Lake Mendocino starting mid-day on Monday, Jan. 16th.  The release was in response to reservoir levels and improving downstream conditions on the Russian River. 

According to the USACE news release, "the recent storms have significantly increased reservoir levels well into the flood control pool at Lake Mendocino for the first time since 2020.  The high-flow release on Monday is intended to restore conditions capable of accommodating additional rainfall this season. This is the first time in nearly four years that a high-flow release is required to manage rising lake levels."  

The USACE is indicating that "significant high-flow releases of at least 3,000 cfs will be made at Coyote Valley Dam. The release is being timed to allow downstream river levels to recede while still allowing for as much time as possible to evacuate water from the dam prior to the next storm. Releases are expected to increase by approximately 1,000 cfs per hour and will be timed to coincide with decreasing river stage at downstream locations."

Public Safety Message - Fentanyl-Related Overdoses

The Cloverdale Police Department is issuing this public safety message to increase awareness of the dangers of fentanyl. Fentanyl, a synthetic opioid, is 50 to 100 times more potent than morphine and up to 50 times more potent than heroin. Even tiny doses, as little as two milligrams, the size of two grains of salt, are fatal for most people, especially for young people without experience using opioids. 

Between 2021, and 2022, the Cloverdale Police Department responded to five incidents involving adults and Fentanyl overdoses. In each incident, the officers administered Naloxone (Narcan), a life-saving medication, to revive the individuals. Naloxone is a medication that temporarily blocks the toxic effects of opioids or reverses an opioid overdose. More doses of naloxone are sometimes needed to reverse fentanyl overdoses, compared to other opioid overdoses, due to the potency of fentanyl.

Risk-taking is a normal part of teen development, and the police department wants the public to be aware that pills purchased through the internet or from friends carry unique risks. Be aware that counterfeit pills containing fentanyl can lead to fatal overdose at first exposure. 

If a person encounters someone suspected of overdose, they should immediately call 911. Carrying naloxone can also be a life-saving measure.

Parks Update

Parks Staff continued making progress on critical park maintenance and park development projects.  Projects in progress this week include:

  1. Prescribed burn at Porterfield Creek, 
  2. Plaza Restroom Project and
  3. City Park Basketbal Project

Porterfield Creek Open Space Prescribed Burn

In collaboration with Cloverdale Fire Protection District, the Northern Sonoma County Fuels Crew conducted prescribed pile burns at Porterfield Creek Open Space on Tuesday, January 17th. Woody material from Phase 3 of the ongoing vegetation management project were thinned and piled by the Fuels Crew staff over the last several months. The prescribed pile burning at Porterfield Creek Open Space is a continuation of fuels reduction work that began earlier this year with the Northern Sonoma County Fire Protection District’s Fuels Crew, thinning vegetation along the main trail that runs through the park. Thinning of vegetation coupled with prescribed burning reduces surface and ladder fuels to help protect the park’s natural resources including native trees and adjacent communities from future wildfire threats.

Basketball Courts at City Park

Work began this week on the construction of two new basketball courts at City Park. The current concrete basketball courts are from the 1970’s and are in need of replacement.   The project includes two full sized asphalt courts, fencing and rerouting of a storm drain and other utilities.  The project is being paid for with a grant from the State of California and City funds. Local contractor Rege construction was selected through a public bidding process. Depending on the weather, the project should take about a month to complete. During construction, the City Park parking lot will be closed, Monday-Friday for construction activity. We welcome this exciting new project to our park system. 

Plaza Restroom Update

The first phase of the concrete installation was completed surrounding  the newly installed  restroom facilities located in our downtown Plaza. The plan is to wait a few days for the concrete to fully cure before the contractors can return to install the stamp color concrete to match the existing.

With the annual Citrus Fair festivities fast approaching, Park staff has begun sprucing up our downtown corridor. This entails pruning all landscape planters including all stone raised planters as well as the Plaza. This process will continue for the next few weeks.

SMART Accepting Applications for Appointment to the Citizens Oversight Committee

 Residents of Marin and Sonoma counties are invited to apply for appointment to the SMART Citizens Oversight Committee (COC). The nine-member COC is an advisory committee established by the SMART Board of Directors and is comprised of private citizens who collectively represent the diversity of Sonoma and Marin counties.

Energy & Resilience Workshop Series Expand to Include In-person Events

The County of Sonoma, Climate Action and Resiliency Division is pleased to announce the latest homeowner workshops in an on-going series for those interested in learning more about the benefits of making improvements that will help make your home more energy efficient and resilient.  

The online workshops cover a range of topics including evaluating energy use, making a project plan, funding your projects, solar photovoltaics and battery storage, heat pumps for HVAC and water heating.  In addition to the online series, two in-person workshops have been added.  Presentations will include information about saving energy at home with DIY projects to making bigger improvements to increase your home’s efficiency.  Attendees will also learn the latest updates on the current and upcoming rebates along with information about the County’s property-based financing program and other resources such as no-cost consultations.
