On December 20, 2022 at approximately 7:03 AM, Odessa Police and Odessa Fire Rescue responded to the area of Oil Field Dr and North County Road West in reference to a vehicle versus pedestrian crash. Investigation revealed that David Wheatley, 36 was walking northbound on the east shoulder of the 7200 block of N. County Road West when a white 2012 Chevrolet Avalanche, operated by Arturo Cerros, 31, began passing vehicles while traveling on the east shoulder of the roadway. Cerros' vehicle stuck Wheatley while attempting to pass the moving vehicles.

Based on the facts and circumstances, Cerros was arrested for the offense of Criminally Negligent Homicide - State Jail Felony. It is requested that anyone who witnessed the crash contact the Odessa Police Department- Homicide Unit.
