Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, KY - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Eric Farris as a member of the State Board of Elections for a term expiring Sept. 15, 2026.

- Eric Farris of Louisville is an attorney at Dinsmore & Shohl LLP. He has been appointed to serve for the remainder of J. Michael Brown’s term following Brown’s passing.

Gov. Beshear has appointed Kerry Harvey as a member of the Kentucky Horse Racing Commission for a term expiring May 6, 2028.

- Kerry Harvey of Lexington, now retired, is the former Secretary of the Justice and Public Safety Cabinet. He replaces Naveed Chowhan, whose term has expired.

Gov. Beshear has appointed Lisa Haydon and Josh Hardesty to the Personnel Board to serve for terms expiring Jan. 1, 2028.

- Lisa Haydon of Springfield is a retired public servant. She replaces Marc Farris, whose term has expired.

- Josh Hardesty of Louisville is the vice president of the Kentucky YMCA Youth Association. He replaces Yvette Gentry, whose term has expired.

Gov. Beshear has reappointed Billy Ray Smith as a member of the Kentucky State Fair Board for a term expiring May 9, 2028.

- Billy Ray Smith of Bowling Green is a farmer and cattle breeder. He continues to represent members at-large as a member of the Board.

Gov. Beshear has reappointed Stephanie Ives as a member of the Center for School Safety for a term expiring March 11, 2027.

- Stephanie Ives of Benton is a teacher at Marshall County Schools. She continues to represent the Kentucky Education Association as a member of the commission.

Gov. Beshear has reappointed Larry Clark as a member of the Kentucky Occupational Safety and Health Review Commission for a term expiring Feb. 17, 2028.

- Larry Clark of Louisville is a general contractor. He continues to represent employers as a member of the Commission.

Gov. Beshear has reappointed Shelley Porter and has appointed Bruce Fraley as members of the Kentucky Infrastructure Authority.

- Shelley Porter of Lexington is the director of engineering at Kentucky American Water. She continues to represent for-profit water companies as a member of the Authority and will serve for a term expiring June 30, 2027.

- Bruce Fraley is the mayor of Berea. He represents the Kentucky League of Cities as a member of the Authority and replaces Lloyd “Les” Stapleton, who has resigned. Mayor Fraley shall serve for the remainder of the unexpired term ending June 30, 2024.

Gov. Beshear has appointed Joni Upchurch as a member of the Kentucky Board of Cosmetology for a term expiring Feb. 1, 2026.

- Joni Upchurch of Albany is a cosmetology teacher at Somerset Community and Technical College. She represents cosmetology teachers as a member of the Board and replaces Kathy Burton, who has resigned.

Gov. Beshear has reappointed Catherine Hanna as a member of the Advisory Council for Medical Assistance for a term expiring April 15, 2028.

- Catherine Hanna of Lexington is a pharmacist. She continues to represent the Kentucky Pharmacists Association as a member of the Council.
