Republican Larry Hogan “wag[ed] a war on Baltimore” by canceling the Red Line, a “top priority” for city officials that at the time was estimated to create 13,000 new jobs and stimulate $6.5 billion in economic development in Baltimore, especially in its black neighborhoods.

Hogan claimed that the Red Line was a “wasteful boondoggle” – despite the state never conducting any cost-benefit studies before canceling the project. There had also already been “considerable state investment” and millions in committed federal funding.

When the Maryland state legislature tried to resurrect the Red Line, Hogan vetoed their efforts.
