ROUTE 94 (Gilead Street) UPDATE:

The State Department has informed the Town Manager’s Office that the roadway is scheduled to be paved on Friday, November 18, 2022. The guardrail contractor is scheduled for Monday and Tuesday, November 21 and 22 to install the guardrail. Once the guardrail has been installed the roadway will be reopened.

Please be advised that this is all dependent on the weather as this may cause the schedule to change.

Both the State Department and the Contractor are hoping to have the roadway opened for Thanksgiving.

Hebron Health and Safety

We have worked 85 days without a work-related injury or accident.

PUBLIC WORKS DEPARTMENT 

The Public Works Department picked up wood throughout town from the weekend windstorm.  Trucks and sanders were calibrated for salt use for winter storms.  Stops signs were replaced on Jagger Lane and East Street.  Litter was removed on Old Colchester Road. Plow trucks were suited up for the winter. The roadside mower was used for the blower to push back leaves from the sides of the roadway throughout town.  Rollers were moved to the Lions Club grounds for winter storage.

PLANNING AND DEVELOPMENT 

The Planning and Zoning Commission approved an amendment to the Hebron Zoning Regulation to redefine Affordable Housing and increase the opportunities for the development of affordable housing in the Planned Residential Development zoning district. The approved amendments were found to be consistent with the 2014 Plan of Conservation and Development and will further the goals of the Hebron Plan for Housing Choices.

WETLANDS AGENT

Activity items for inclusion in the weekly report:

-Effected routine sediment and erosion control adherence checks relative to previously issued permit conditions of approval.

-Made 4 regulatory compliance jurisdictional determinations with corresponding site visits.

-Assisted a realtor with a preliminary property assessment and application protocols.

-Observed the status of the Route 94 DOT culvert repair project and sediment and erosion control measures.

-Inspected sewer line upgrade project at three pump stations and substations for environmental protection conformance.

-Coordinated with the CT Resource, Conservation and Development Agency toward the completion of Environmental Review Team studies of two Town open space properties.

-Facilitated commission input relative to the Parks and Recreation Department’s draft park and facilities usage regulations.

-Participated in continuing education course relative to wetlands and watercourse protection.

-Conducted periodic patrols relative to access, ATV usage and illegal dumping on Town-owned open space lands.

-Provided administrative and logistical support to the Conservation and Inland Wetlands Commission.

FIRE DEPARTMENT

This week the Hebron Fire Department responded to 18 EMS, 3 tree on wires, 2 fire alarms and 1 vehicle

TOWN CLERK

The dates have been set to begin migrating the town’s land and vital record collection to an external hard drive, in preparation for transitioning to the IQS systems.  IQS has confirmed the official installation to take place the first week in December.  The former company, Kofile, is committed to assisting us to ensure a smooth exchange of information.

When the IQS system is installed, we will begin to accept electronic recordings for the land records which will offer a greater level of service to the public. 

PARKS AND RECREATION

Take a Hike Day: Celebrate national “Take a Hike Day” by joining us for a guided hike at the Hibbert Property, 310 Old Colchester Road.  Discover an old mill site, dam remnants, and scenic vistas of Raymond Brook.  Thursday November 17 @ 1pm and Saturday November 19th at 10am.  Free event! Please allow 1.5 hours for this easy to moderate hike and dress accordingly. 

Babysitters Training: This one day course is intended to teach age appropriate skills necessary to care for children of all ages using concepts focusing on safety and prevention.  A 2-year certificate is awarded after completion of class and test.  Saturday January 7th, 9a-2:30p, Douglas Library.  Ages 11-17.  Cost $80.

Barre Fusion: Donna Bellmore, with Wildflower fitness, invites all levels to join her dynamic low impact class that combines barre work to tone and build lean muscle mass, and the mindfulness and flow of yoga to create harmony in both mind and body.  Tuesdays 11/15-12/13 6pm-7pm, Gilead Hill School Activity Room.  Full session cost $48.  Drop-in Fee $15 per visit. 

Yoga: Donna Bellmore, with Wildflower Fitness, invites all levels to join her Vinyasa Yoga class consisting of a series of postures, uniting breath, body, and mind.  This class offers a beautiful opportunity to become strong, more flexible and balanced.  Tuesdays 11/15-12/13 7:15pm-8:15pm, Gilead Hill School Activity Room.  Full session cost $48.  Ages 16+.

Karate: Instructional karate focusing on building confidence, self-respect, and discipline following the style of Goju ru, made famous by the “Karate Kid” film series. Six-week sessions on Mondays and Wednesdays beginning August 29th at the Gilead Hill Activity Room.  Ages 5-11 5:00pm-5:50pm.  Ages 12+ 6:00pm-7:00pm.  Cost $85 per session.

CHATHAM HEALTH DEPARTMENT

As of November 17, four Connecticut counties (Fairfield,  Litchfield, Middlesex and New Haven) have a MEDIUM COVID-19 community level.  Four counties (Hartford, New London, Tolland and Windham) have a LOW COVID-19 community level.

-The average daily COVID-19 case rate in Chatham Health District this week is 7.1 cases/100000.  This is an unchanged from last week.    

-The number of individuals currently hospitalized is 325.  This is a decrease of 43 compared to last week.  

-Fatalities decreased compared to the last reporting period (31 fatalities this week compared to 50 in the previous week).  

Approximately 77% of Chatham Health District residents are fully vaccinated for COVID-19, and 51% have received an additional dose.

State-level data indicate that about 12.6% of children under 5 have had at least one dose of a covid-19 vaccine while 7.3% are fully vaccinated.  

In order to protect yourself and others from COVID-19:

-Stay up to date with your vaccinations.

-Get tested if you have symptoms.

-STAY HOME if you are sick or have tested positive for COVID-19 in the past 5 days, and DO NOT leave home until:

-At least 5 days have passed since your symptoms began or since you tested positive,

-you are feeling much better, and

-no longer have a fever.

If you test positive and are more likely to get very sick from COVID-19, there are treatments available that can reduce your chances of being hospitalized or dying from the disease. These medications must be prescribed by a healthcare provider and started as soon as possible after diagnosis to be effective. Contact a healthcare provider right away to determine if you are eligible for treatment, even if your symptoms are mild right now.

CDC recommends that everyone 5 and older get the new updated bivalent booster if it has been at least 2 months since they completed their primary series or had their last booster dose. Chatham Health District is coordinating vaccine clinics.  To see upcoming scheduled vaccine clinics in the district, visit our website: https://www.chathamhealth.org/services-2, or call 2-1-1.
