Town Engineer
POSITION SUMMARY:
Responsible for the maintenance, renovation, major repairs, inspection, design, and construction of all the Town’s infrastructure including  waterways, rights-of-way and various construction projects (excluding buildings);   oversees the work of private contractors and Town staff as assigned; oversees and maintains Town maps, engineering plans, facility master plans, and other documents as directed; prepares and manages operating and capital improvement budgets for the Town’s infrastructure operations and improvements as well as utility and maintenance accounts; supervises the work of subordinates and contractors as assigned. Reports work accomplished to the Director of Planning and Development and the Town Manager.

ESSENTIAL FUNCTIONS:
Oversees and performs engineering, surveying, and inspection work in designing, reviewing, and inspecting the construction of structures and facilities such as streets, sidewalks, bridges, recreational facilities, drainage systems, and other public works projects.
Provides technical consultation to Town Plan and Zoning Commission, Conservation Commission, and to departments and special committees concerned with public works and development matters.
Examines development plans submitted to the commissions for conformance to Town regulations and good engineering design.
Leads the technical review of subdivision, commercial and industrial development plans.
Prepares specifications and cost estimates for proposed public works projects.
Acts as Resident Engineer on contract and force account construction projects.
Supervises and makes regular review and inspections of public works projects in progress.
Approves change orders as necessary.
Confers with builders, developers, and the general public on Town engineering and public works matters.
Coordinates project work with other Town, State, and federal agencies as necessary.
Administers public works activities of private contracts within street rights –of-way.
Oversees the maintenance and updating of road boundary, drainage, utilities and Assessor maps, drawings, specifications and related records.
Addresses public and private groups on public works improvements.
Makes comprehensive engineering studies for federal and state review.
Develops reports and recommendations on various topics for use by the Town Manager and the Town Plan and Zoning Commission.
Plans short term and long-range preventive maintenance programs for public works properties.
Prepares application for and administration of State and federal grants, monitoring disbursement of such funds and preparing the necessary reports to ensure compliance with grant requirements.
Recommends acceptance and oversees contracted work.
Participates in bid review process to ensure desired specifications are met.
Coordinates planning and execution of work assignments to meet emergency conditions, including acts of nature, equipment malfunctions, and vandalism.
Responds to emergency situations.
Organizes and directs contractors who have been contracted to provide maintenance, repair services, or construction.
Assists in the training of unit employees in maintenance and standard safety procedures.
Oversees on-site inspections of repairs and/or renovations to buildings, including but not limited to skilled carpentry, masonry, painting, HVAC and electric work.
Prepares statistical and narrative reports of some complexity.

Qualifications
REQUIRED MINIMUM QUALIFICATIONS: Bachelor’s or Master’s degree in Civil Engineering, or some closely related field, plus seven years increasingly responsible experience in engineering field, with managerial experience, or an equivalent combination of experience, knowledge, skill, and training. LICENSE OR CERTIFICATE: • State Certification as a Professional Engineer. • State Certification as a Land Surveyor desirable. • Valid Connecticut Motor Vehicle Operators license.
