The El Paseo Arts Foundation serves the communities of the Lower Rio Grande Valley, including South Padre Island, Port Isabel, laguna Heights, Bayview, and Los Fresnos.

Its mission of the foundation is to encourage, support, and the promote the arts for the benefit and education of the communities of the Lower Rio Grande Valley.

The EPAF recognizes that the region is becoming an arts destination. Local area residents and visitors to the area enjoy a year-long schedule of arts activities, many of which are held at a proposed new, state of the art center for the arts. This arts center will include a large performance venue and a smaller, multi-functional performance space. Local, state and nationally known performers grace the stages of the center. In addition, the center will have an art gallery, which boasts a collection of fine art, created by local artists. The collection reflects the international culture of the area as well as its coastal location.

The communities of the area should have the opportunity to participate in and enjoy the arts in all its forms and the purpose of the El Paseo Arts Foundation is to promote and encourage that development.
