The Fayette County Library began as a part of the Raleigh-Fayette Regional Library in December 1959 in Fayetteville. Whether it should be called Raleigh-Fayette or Fayette-Raleigh Library was decided on the flip of a coin by Robert W. Bullen of the West Virginia Library Commission.
The library was headquartered in the Fayette County Soldiers and Sailors Memorial Building. (Where it still is today.) Library service to the public started in January, 1960. Acting Regional Librarian was Mrs. J. Edwin Stanfield of Fayetteville.
In late 1967, Herbert E. Jones donated the building which was to be the future home of the Oak Hill Public Library. At the time, the only public library in Fayette County was located in Fayetteville. Under the supervision of the Fayette County Public Libraries Board of Directors, a librarian was hired and a small collection of books was gathered. The Oak Hill Public Library opened to the public in August of 1968.
