From: City of DublinPublic Comment Period Now Open for Revised 2023-2031 Housing Element Update
The State of California has requested revisions to the City of Dublin's 2023-2031 Housing Element, in order to comply with State law. The revised Housing Element is now available for public review and comment on the City's website, through March 7.
Background
Each California city and county must update its General Plan Housing Element every eight years to adequately plan to meet the existing and projected housing needs for all economic segments of the community. Dublin’s current Housing Element is for the 2014 – 2022 planning period. State law mandates updates to the Housing Element no later than January 2023 for the 2023 – 2031 planning period. In order to meet that mandate, the Housing Element Update must be adopted by the City Council and certified by the California Department of Housing and Community Development (HCD) prior to that date.
On November 15, 2022, the City Council adopted the draft 2023 – 2031 Housing Element and authorized Staff to submit HCD for certification. Staff submitted the Adopted 2023-2031 Housing Element to HCD on November 18, 2022, for review and certification. On January 17, 2023, HCD issued a letter to the City indicating that additional revisions were needed to fully comply with State Housing Element Law. Pursuant to Assembly Bill 215 requirements, the revised Adopted 2023-2031 Housing Element is available for public review from February 27, 2023, through March 7, on the City’s website at: https://dublin.ca.gov/DocumentCenter/View/32431/Dublin_6th-Cycle-Housing-Element_February-2023-HCD-Resubmittal.
The City will accept comments on the Revised Adopted 2023 – 2031 Housing Element until 5:00 p.m. on March 7, 2023. Comments may be emailed to [email protected] or mailed to the City of Dublin, Attn: Linda Ajello, 100 Civic Plaza, Dublin, CA 94568.
