Responsible for the accurate processing of the payroll function, including payroll calculations, check preparation, maintaining related records, filing tax and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documents, documenting and updating procedures and preparing special reports for the Finance Director. Assist on human resources functions, which includes payroll activities, benefits administration, employee relations, policy implementation, recruitment/employment and employment law compliance.
This position is subject to the City of Portland’s Background Investigation and Drug Testing Policy. New hires are required to provide proof of identity and legal authority to work in the United States per Federal law.

Qualifications
An Associate’s degree in Human Resource Management, Accounting or a closely related field is required. Payroll and/or HR certification is required or must be acquired within first year. Previous experience working within a municipality is strongly preferred.
