This exciting position plays a central role in guiding growth and redevelopment within the City of Sedona and this is a unique opportunity to join a dynamic planning team!

POSITION SUMMARY:

The Chief Building Official supervises, assigns, reviews and participates in the work of staff responsible for providing building plan review and construction inspection services; administers the adoption, periodic amendment and enforcement of building codes and related regulatory requirements; and performs a variety of technical tasks relative to assigned area of responsibility.

Essential Functions:

-Provide sustained leadership and management direction to the building safety team.
-Evaluate the work of the building safety team, establish performance goals, and evaluate employee progress and performance.
-Coordinate the building permit review and inspection processes.
-Perform commercial and residential plan review to ensure compliance with adopted building codes.
-Perform building, mechanical, fuel gas, electrical, plumbing, accessibility, and energy conservation inspections of commercial and residential building construction for compliance with adopted building codes.
-Negotiate and manage third party plan review and inspection service as appropriate.
-Assists the public at the counter, on the phone, and in the field, to provide information and facilitate the permit review and inspection processes. 
-Assist the department director and other team members in coordinating the functions of the department, including preparing the annual budget, establishing goals and objectives, policies, and other team functions.
-Take advantage of available opportunities to promote the public’s knowledge, understanding and acceptance of building safety concepts and building codes. Write periodic articles and press releases for educational purposes.
-Periodically review and recommend adoption of new building code editions; prepare amendments as necessary to ensure building safety within the City is consistent with community and department goals, objectives, procedures, and policy. 
-Periodically review and recommend revisions to the City’s fee schedule related to plan review and inspections based upon department expenditures and City revenue expectations.
-Respond to and resolve difficult, complex, or sensitive inquiries, complaints, and technical code applications; resolve procedural and operational issues related to codes, department policies and procedures; confer with and advise department director of complex or sensitive problems involving building code activities or administrative issues; refer unresolved violations for appropriate enforcement actions.
-Interpret the intent and make final determinations regarding the technical aspects of building code requirements for residential, commercial, and other types of development projects to ensure compliance with adopted codes and related regulatory requirements.
-Negotiate acceptable solutions for code compliance of complex code issues. 
-Establish building division policies and procedures relative to building code compliance, coordination with other departments and agencies, and public assistance as appropriate.
-Maintain accurate records of permit and complaint activities, inspections, problems, and results.
-Establish performance measures, monitor, and prepare a variety of reports regarding permit applications, permits issued, permits finaled, building valuations, fees received, inspections performed and results.
-Facilitate the continued development of a highly motivated, highly effective, cross-trained team that not only functions well as a team, but also promotes and fosters teamwork within the department, within City and with all participants in the building construction and building management industries.
-Encourage and facilitate environment for building team efforts and problem solving of work-related issues by employees.
-Provide and encourage training of building safety staff to consistently advance their knowledge of the adopted codes and the processes and procedures for implementing said codes, and to acquire and maintain industry certifications. 
-Maximize the efficiency of staff in providing for building safety and high standards of public service while still maintaining an equitable balance between staffing levels, workloads, revenues and building code administration expenditures.
-Demonstrate excellent interpersonal and strong customer service skills.
-Attend and participate in professional group meetings, seminars, and conferences; stay abreast of trends and innovations in the field of building construction, plan review, and inspection.
-Maintain or perform website content function within assigned role.
-Perform related duties and responsibilities as required.

QUALIFICATIONS
Knowledge of:

-Construction techniques, building codes, regulations, and their intent, and building performance objectives as they apply to building construction.
-Development review, building permit and building plan review processes procedures.
-Automated permit, plan review and inspection systems.
-Principles of structural design, engineering concepts, plan review and building inspection.
-Building code requirements and the intent of the regulations.
-Federal, state, and local codes, ordinances and regulations related to construction, alteration, demolition and removal of buildings and structures within the City.
-Related zoning, engineering, and health regulations, and state licensing laws.
-Hazards of the job and standard safety precautions.
-Principals of staff development and management.
-Principles and procedures of record keeping and report preparation.
-Principles of training, supervision, and performance evaluation.
