City Council Meets For Their January 2023 Regular Scheduled Meeting

The Seymour City Council met for their regular scheduled meeting on January 19th, 2023. All council members were present as Mayor Hrncirik called the meeting to order. After the prayer the mayor protem Les Hons acknowledged the great job of the departments and supervisors in each department. The City Administrator Dr. Jeff Brasher gave the council an update on the Salt Fork totals of one-hundred and five, communicated the supervisor written reports, and announced the upcoming fishing tournament on June 24th, 2023, at 9:00 AM.

The City Council recognized the Street Department as the “Department of the Month” for January 2023. Mr. Kolacek, Supervisor and his team Darrell Moore, Shaun Teel, and the newest member David Mailhos are making a difference improving the city streets. Their focus has been on repairing the roads that were damaged from the water line project over the summer.

The next item on the agenda consisted of the Shipman Land Lease of city property North of town. Mr. Craighead of Rancher’s Investment spoke on behalf of Stewart Heighten. Mr. Craighead respectfully requested that the lease be extended for five more years. The council approved the request five to zero to extend his lease for five more years. On the action agenda there were four items to be considered by the City Council. First, the council took action to bid out the sale of 804 Tackitt Street to the highest bidder. Second, a resolution was approved to move $35,000.00 from the old HS cafeteria renovation project plus an additional $11,857.30 from the grant funds project in the police department to fund a fourth police officer for the City of Seymour for a total price of $46,857.30. Third, the council acted on the hotel/motel tax funds by creating protocols to the process of appointing a board to overseeing the applications to the HOT funds. Last, the council did not act on the request for hotel/motel tax funds from the Whiteside Museum in the amount of $15,842.63. The HOT motel tax funds distribution will be determined by the HOT funds board next week.

The consent items were approved unanimously by the City Council. The consent agenda items consisted of approving the minutes from the December 20th, 2022, meeting, special called meeting minutes from January 5th and January 10th, 2023. The City Council approved the financial report, the City of Seymour bills paid for the month of December 2022 and approved the hiring of Jacob and Martin as the engineer for the City of Seymour.

The City Council provided a public hearing on the Distributed Generation avoided Cost of Generation Rate being added to Section 11.803, Power Cost Adjustment Factor. The CGR is not a required federal mandate, but the city’s consultant stated that this most likely become law during the current legislative session for individuals that install solar panels in a municipal residence. The policy was written by Schneider Engineering who serves as the city’s consultant for electric power services. The addendum sets the standards for the city to purchase power back from residences that generate more power than they utilize in their homes if they have installed solar panels. This item will be considered by the council in February’s City Council Meeting.

The City Council then went into executive Session pursuant to Chapter 551 of the Texas Local Government Code, under section 551.074 to deliberate with the Chief of Police and to confer regarding the hire of the new city secretary. After executive session the council took no action on the deliberation with the Police Chief. On the City Secretary position the council voted unanimously to hire Lauren Bush as the new City Secretary to replace the longtime City Secretary Mrs. Conchita Torrez. The meeting was adjourned at 9:00 PM.

Department Updates

The Street Department as reported by Supervisor Ronnie Kolacek continued to focus on patching potholes around town. The Street Department also focused on repairing the roads that were cut during the water line replacement project on East Pecan Street and responded to multiple work orders.

City of Seymour Police Department issued eighteen citations and seven warnings this week while municipal court collected $6,099.00. The Police Department also performed a narcotic investigation, assisted the CPS in two investigations, investigated a report of an harassment, and investigated two reports of domestic disputes. The police department added a fourth officer to the department. Officer Jones will begin a full time position this month.

Over the course of the last week, the Reverse Osmosis Plant under the supervision of John Davis produced 3.3 million gallons of treated water that was distributed to the City of Seymour and Baylor County Special Utility District. During the week plant operators monitored the chlorine levels at points throughout the distribution system, monitored the amount of wastewater discharged from the plant, took daily readings on the primary RO trains, completed the disinfectant level quarterly report, and began working on the annual Tier II chemical report for TCEQ.

The Water Department supervisor Chase Hoyt reported they repaired a leak on West Miller Street, dug up and repaired a sewer main on East McLain (alley), fixed a water leak on West Ingram, rodded multiple sewer lines, and attended the department breakfast.

The City of Seymour Electric Department under the supervision of Anthony Arjes changed out a yard light at the VFW, chained the oil in multiple city trucks, attended a safety meeting with Texas Electric Cooperative, disconnected a yard light on North Tackitt, and reprogrammed a meter to read bidirectional for solar energy. This will allow a customer who generates more electricity than they them consume to receive an adjusted credit on their utility bill. The Electric Department then changed out an electrical pole on the 800 block of South Stratton and replaced an open secondary wire on three poles to tri-plex. The Electric Department finished up the week placing a bad connector to restore full power to a business on North Washington and attended the supervisor’s information and leadership meeting at City Hall.
