Colorado Commission on Judicial Discipline

The Commission on Judicial Discipline monitors and disciplines misconduct of judges and justices of the state courts of Colorado and provides education programs to judges on their ethics obligations under the Colorado code of Judicial Conduct. 

 for terms expiring June 30, 2027: 

  • Courtney Sutton of Colorado Springs, Colorado, to serve as a non-attorney, occasioned by the resignation of Gina Lopez of Towaoc, Colorado, appointed;
  • Emily Tofte Nestaval of Evergreen, Colorado, to serve as a non-attorney, occasioned by the resignation of Marisa Pacheco of Pueblo, Colorado, appointed.

Colorado Commission on Low Income Energy Assistance

The Commission on Low Income Energy Assistance works through the Low Income Energy Assistance Program to collect and distribute money to eligible recipients for use in the payment of electric and gas utility bills.

for terms expiring May 6, 2028:

  • Andrew Hawkins of Blaine to serve as a representative of a natural gas utility or a combined electric and natural gas utility, reappointed;
  • Elizabeth Gillitzer-Gallardo to serve as a representative of a water utility, reappointed.

Colorado Dental Board

The Colorado Dental Board makes rules and regulations, examines and licenses dentists and dental hygienists, and conducts hearings regarding the suspension or revocation of licenses.

for a term expiring January 1, 2027:

  • Colleen Grafa, PT, DSc, PPI, RYI of Boulder, Colorado, to serve as a public member, occasioned by the resignation of Tasnova Mohler of Thornton, Colorado, appointed.

Colorado HIV Alliance for Prevention, Care, and Treatment

for terms expiring February 27, 2027:

  • Barb Cardell of Boulder, Colorado, reappointed.
  • Timothy Dodd of Denver, Colorado, appointed;

Colorado Natural Areas Council

The Colorado Natural Areas Council advises the Executive Director of the Department of Natural Resources on the administration of the Colorado Natural Areas Program and approves the registration and designation of natural areas by the Department of Natural Resources.

for a term expiring June 30, 2028:

  • Phyllis Pineda Bovin of Fort Collins, Colorado, to serve as a representative interested in the preservation of natural areas, reappointed.

Coordinating Council for the Interstate Compact on Educational Opportunity for Military Children

The purpose of the compact is to remove barriers to educational success imposed on children of military families because of frequent moves and deployment of their parents.

for terms expiring October 30, 2028:

  • Montina Romero of Fountain, Colorado, to represent a school district with a high concentration of military children, reappointed;
  • Mark Honnen of Denver, Colorado, to represent the executive branch of government, reappointed.

Correctional Industries Advisory Committee

The Correctional Industries Advisory Committee advises the directors of the program on the manufacture, distribution and private-sector impact of products produced by Correctional Industries.

for terms expiring September 18, 2026:

  • Jose Gurule of Aurora, Colorado, to serve as a representative of county sheriffs, appointed;
  • Daniel Mondagran of Colorado Springs, Colorado, to serve as a representative of organized labor, reappointed.

Court Security Cash Fund Commission

The main goal of the Court Security Cash Fund Commission is to provide supplemental funding for ongoing security for the state court facilities in various capacities (staffing, equipment, training, etc).  Although the responsibility for providing security for state court facilities lies with the county governments, the current variation in funds available per county may not allow for proper security measures to be met in each county.

for terms expiring July 1, 2027:

  • Honorable Lynne Thompson of Saguache, Colorado, reappointed;
  • Sheriff Tyler Brown of Centennial, Colorado, reappointed;
  • Sheriff John FitzSimons of Silverthorne, Colorado, reappointed.

FAIR Plan Association Board of Directors

The FAIR Plan Association is established to provide property insurance coverage, including commercial property insurance, when such coverage is not available from admitted companies. The Fair Plan Association shall: establish, offer and maintain property insurance and a commercial property insurance policy. The FAIR Plan Association may issue property insurance policies.

for a term expiring January 1, 2027: 

  • John Bonner of Castle Rock, Colorado, to serve as a representative of admitted stock insurers  writing property insurance in Colorado, occasioned by the resignation of Timothy Anderson of Steamboat Springs, Colorado, appointed.

Judicial Nominating Commissions

There is a judicial district nominating commission for each of Colorado’s 22 judicial districts that select nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

First Judicial District Judicial Nominating Commission

for a term expiring December 31, 2029:

  • Charles Jones of Arvada, Colorado, to serve as a non-attorney and member from Jefferson County, appointed. 

Eighth Judicial District Judicial Nominating Commission

for terms expiring December 31, 2029:

  • Daniel Muffly of Fort Collins, Colorado, to serve as an attorney and member from Larimer County, appointed;
  • Jenny Lopez Filkins of Fort Collins, Colorado, to serve as an attorney and a member from Larimer County, appointed.

Sales and Use Tax Simplification Task Force

The Sales and Use Tax Simplification Task Force shall study sales and use tax simplification between the state and local governments, including home rule municipalities, to identify opportunities and challenges within existing fiscal frameworks to adopt innovative revenue-neutral solutions that do not require constitutional amendments or voter approval.

for terms expiring July 1, 2027:

  • Jim Welte of Lakewood, Colorado, to represent a statewide association of small business addressing simplification, reappointed;
  • Rachel Quintana of Denver, Colorado, to represent a statewide chamber of commerce, reappointed;
  • Michelle Bush of Denver, Colorado, to serve as a state and local sales and use tax law practitioner, reappointed;
  • Judith Vorndran of Denver, Colorado, to serve as a member with state and local sales and use tax accounting experience, reappointed.

Secure Savings Program Board

Colorado Secure Savings Program Board was created to help establish a state-facilitated, automatic enrollment IRA plan, coupled with the greater use of financial education tools in the state for Colorado workers whose employers do not provide this service. It also develops an investment policy statement and oversees the investment of the funds contributed to accounts in the program.

for a term expiring September 15, 2024:

  • Kara Watkins of Denver, Colorado to serve as a representative expertise in investment or retirement savings plan administration, occasioned by the resignation of Darrell Watson of Denver, Colorado, appointed.

Southern Ute Indian Tribe/State of Colorado Joint Environmental Control Commission

The Commission works to adopt air quality standards and rules pertaining to the reservation air program.

for a term expiring July 1, 2027:

  • Rebecca Austin of Durango, Colorado, reappointed.

State Board of Accountancy

The Board of Accountancy regulates public accountants and reviews applications, gives examinations, grants certificates and permits, and acts on complaints against certified public accountants.

for a term expiring August 1, 2028:

  • Lacy Bogan, CPA of Denver, Colorado, to serve as a certified public accountant, reappointed.

State Board of Unlicensed Psychotherapists

The Board of Unlicensed Psychotherapists is a licensing and disciplinary board that oversees unlicensed psychologists in the state.

for a term expiring July 1, 2028:

  • Savannah Salas of Pueblo, Colorado, to serve as a professional member, appointed;
  • Scott Bitcon of Denver, Colorado, to serve as a public member, reappointed; 
  • Ryan Clay of Peyton, Colorado, to serve as a professional member, reappointed. 

State Capitol Building Advisory Committee

The State Capitol Building Advisory Committee reviews, advises and makes recommendations to the capitol development committee with respect to plans to restore, redecorate and reconstruct space within the public and ceremonial areas of the state capitol.
