Governor DeWine Announces Five New All Ohio Future Fund Sites

Columbus, OH -- Ohio Governor Mike DeWine and Ohio Department of Development Director Lydia Mihalik on Feb 13th, announced five sites that will be prepared for future economic development with support from the All Ohio Future Fund (AOFF). 

A total of $92 million in AOFF funding will be used to advance infrastructure at locations in Gallia, Guernsey, Muskingum, and Pickaway counties.  Governor DeWine created the All Ohio Future Fund with support from the Ohio General Assembly to help attract future economic development projects by preparing large properties with necessary infrastructure. 

"When major corporations are looking to move or expand, they need shovel-ready property," said Governor DeWine. "We're proactively preparing these sites with the necessary infrastructure to make Ohio more competitive with other states and more likely to win projects that bring hundreds to thousands of new jobs."

The Gallia County Community Improvement Corporation will receive $1 million for site preparation and roadwork for a 77-acre site in Bidwell. Located within the existing US-35 Industrial Corridor, the award will fund road access and stormwater retention improvements to support the future construction of a 50,000-square-foot building. Site improvements will allow for a variety of potential end-users and encourage additional investment in the region. 

The Guernsey County Port Authority will receive $1,477,000 to assist in the construction of a water and wastewater extension and roadwork for a 44-acre site within the Cambridge Industrial Corridor. The project will create shovel-ready sites able to accommodate manufacturing operations. 

The Pickaway County Port Authority will receive $86 million for infrastructure upgrades to support the development of more than 1,000 acres, including $70 million to support the Anduril Industries manufacturing site Arsenal-1 in Pickaway County. 

Arsenal-1 will be located on more than 600 acres along Airbase Road. The Pickaway County Port Authority will utilize AOFF funding for extensive utility and roadwork solutions needed at the site. Additionally, a public airport taxiway will be constructed at the airport. The project is expected to attract an initial capital investment of more than $1 billion and create more than 4,000 full-time jobs, with the possibility of future investment and additional jobs.

A second 286-acre site, located along State Route 762 and a quarter mile from the intersection with US Route 23, will utilize $16 million to extend a regional sanitary sewer line with a capacity of 28.5 million gallons per day. The site is strategically located in the Northern Pickaway County Joint Economic Development District, which will ensure new businesses utilizing the sewer line benefit municipalities in the area, allowing the pursuit of additional advanced manufacturers and other potential developments.

The Zanesville Muskingum County Port Authority will receive $3,684,370 from the All Ohio Future Fund for site preparation and the construction of a sewer extension at the National Road Business Park. The project will enhance infrastructure at the 203-acre site to support business growth and job creation in Muskingum County. 

The awards were approved by the Ohio Controlling Board this week.  In total, the Ohio General Assembly provided $750 million for the All Ohio Future Fund in the current operating budget. Governor DeWine previously announced more than $14.6 million to install critical infrastructure at the Baltimore Avenue Industrial Corridor in Defiance.

Program guidelines, eligible expenses, and additional information are available online at development.ohio.gov/AllOhioFutureFund . The awards will be structured as part-grant, part-loan, with several accountability measures and loan forgivability dependent on factors including median wages at or above 125 percent of the median community wage.
