Governor Moore Announces Appointment of Marnell Allan Cooper to the Baltimore City District Court

ANNAPOLIS, MD - Governor Wes Moore today announced the appointment of Marnell Allan Cooper to the Baltimore City District Court. 
“I am honored to appoint Marnell Allan Cooper to the Baltimore City District Court,” said Gov. Moore. “As a Baltimore native with exceptional legal expertise and deep ties to the community, Marnell will bring a wealth of knowledge to the district court. I want to thank him for answering the call to serve the people of Baltimore.”
With more than 20 years of experience, Marnell Allan Cooper currently serves as co-founder and partner at Palmer & Cooper, LLC. Founded in 2009, his practice focuses on civil litigation, general business law and real estate law. Since 2023, he has also been Of Counsel to the Collins Legal Group, LLC, where he handles civil litigation, business disputes and probate matters. After graduating from law school, Cooper worked for two small firms handling creditors’ rights and personal injury law before starting his own solo practice.
In 2012, Cooper was appointed to serve as a commissioner on Baltimore City’s Board of School Commissioners. As chair from 2015-2017, he spearheaded one of the city’s largest school building campaigns.
A native Baltimorean, Cooper earned his bachelor’s degree from University of Maryland College Park and obtained his juris doctorate from the University of Maryland School of Law.
