Dr. Tom Mortenson, Racine's Youngest City Council President  will make his 13th Polar Plunge in Little Detroit Lake in Detroit Lakes, Minnesota. Mortenson who was known for his ethical leadership of the City Council was responsible for major reforms in Racine City government. Indeed, many or thises reforms have been adpoted in cities across America.

Dr. Mortenson, is making his 13th polar plunge to benefit the children of the Detroit Lakes Boys and Girls Club. Thrughtour the years, Mortenson flys from Tampa, Florida to the frigid waters in Detroit Lakes raising money to hel[p the organization serve the needs of young people in the area.

Mortenson, served as the highly acclaimed Becker County Administrator, before returning to work at USCENTCOM in Tampa. 

Dr. Tom Mortenson was the youngest City Council President in the history of the City of Racine.
