Feb. 7 Council update: Residential parking permit program, Neighborhood Traffic Calming Program amendments move forward; 2023 community survey approved

A resident-driven parking permit program and amendments to the Town’s Neighborhood Traffic Calming Program will move forward, and the 2023 community survey was approved at Town Council’s Feb. 7 meeting.

Resident-driven parking permit program – Council directed Town staff (Approved 6-1, For: Gray, Bracken, Brooks, Dietz, Hollingshead, LaFleur; Opposed: Cavey) to develop a resident-driven parking permit program for Council’s consideration. The program would provide neighborhoods a pathway for implementing on-street permitted parking – typically in areas where spillover street parking occurs from adjacent multifamily housing or nonresidential facilities.

Neighborhood Traffic Calming Program amendments – Council approved amendments to the Neighborhood Traffic Calming Program. The amendments will expand the program and modify the process so concerns on collector roads with no direct driveway access are decided by Town Council, with input from the broader community. Additionally, an option will be available for neighborhoods that don’t meet the program criteria to privately fund improvements that are developed through the program’s approval process.

Staff will update the Neighborhood Traffic Calming Program policy and present the updates for Council consideration.

Established in 2007, the program provides residents and Town staff a consistent, feasible and manageable process for addressing neighborhood traffic concerns on residential streets where documented speeding problems or other traffic factors exist that may adversely affect the quality of life.

On average, five petitions have been received per year for the program over the past seven years, resulting in two infrastructure projects. Compared to similar programs in other jurisdictions, staff found the Town’s program is more accessible to residents for mitigation measures. They also found the existing program has been working well and is effective at slowing traffic when projects are implemented.

2023 community survey – Staying in touch with residents and keeping them involved in community matters is important to the Town. With that in mind, the Town has been working with the firm ComEngage to administer the 2023 community survey. The goal of the survey is to help the Town better understand how the community views its Town government. The survey is conducted every two years.

Council reviewed and approved resident and business surveys. Community survey outreach will begin in February and be completed by early April. All residents and businesses will have the opportunity to participate. In addition to mail, invites will go out by email, phone and text message. Results of the survey will be shared with Town Council and the community in April.

Also on the agenda, Castle Rock Water Director Mark Marlowe provided an update on the rollout of the Town’s new water billing system. All existing customers with an account on the old system must reregister at CRgov.com/MyWaterBill. The new portal provides 24/7 access to account information, additional ways to pay (including by text) and more information on water consumption patterns. The upgrade takes advantage of new security features, enriched consumption data and advanced technology. All autopay customers need to create a new account and update their payment information before their bill due date at the end of February.
