Thank you to everyone who came to our “2 Cents” event last week. It was great to meet you all and to get your 2 cents on development issues in Springdale.
Your comments were insightful and covered a whole range of topics. While there’s not room here for us to list all the comments, here are some of the common themes, and how we plan to address them.

People welcome the existing opportunities for public comment and public meetings. Request for more effort to engage Springdale workforce, through better communication. |
We encourage anyone living or working here, or with a connection to the Town to get on our emailing list. We sent out notification of all public meetings, the Town Calendar and our monthly newsletter. To get on our mailing list, please email your details to Aren Emerson, DeputyTown Clerk [email protected] . Springdale employers: we encourage you to let your employees know about the Townwide emails so they can keep up to date on all things Springdale. The Town will also continue to reach out to the community in events like the “2 cent event” to get broad feedback and engagement from the community. Our next event will be a Town Birthday Party on March 11 at the Town Park. Watch for more details! |
Streetscape, street trees, town center revitalization: Some comments in favor of implementing the recently adopted Town Streetscape Plan, some comments expressing concern about certain elements of the Plan. Tax incentives to encourage vacant Town Center buildings to come back into use. Increasing pedestrianization where feasible. |
The Town Council recently adopted a Streetscape Plan for Springdale. This plan includes a menu of potential interventions to enhance the town’s streetscape. Over the coming months, the Town Council and staff will begin to explore implementing elements of this plan. The Town is researching options to encourage revitalization and reuse of vacant buildings. |
Housing: We had a range of different and contrasting comments relating to housing affordability and other housing issues in the Town. |
The Town recently carried out a town wide housing survey. A total of 348 responses were received from residents, businesses and employees in Springdale and Zion National Park. For details of the survey and its responses please see link here Following on the back of this survey, the Town has formed a housing committee which is tasked with identifying potential solutions to housing issues in Springdale. Effectively managing water use and drought response is extremely important to people in Springdale. |
The Town is currently preparing a Water Management and Conservation Plan, drawing on expertise from Sunrise Engineering. This plan outlines strategies residents and businesses can take to reduce water consumption. The Planning Commission will be analyzing land use and development regulations related to water conservation later this year. |
Dark Skies: Overwhelming support from attendees for dark sky initiatives in the town. Some remarked on recent improvements to the dark sky quality in recent years as policies have been implemented. Some wished to see more effective enforcement against properties giving out light pollution. |
The Town Council and Staff are dedicated to preserving and enhancing the quality of Springdale’s night sky. Last month, the Town submitted its second iteration of an application to the International Dark Skies Association to become a Dark Sky community. We will keep you updated on the progress of our application. To qualify, the Town adopted more stringent outdoor lighting standards just before Christmas. These regulate outdoor lighting in new developments in the Town. |
George Barker River Park: Support for this to be maintained primarily as a resource for locals, rather than tourists. Some support for creating a gated dog park at this location. |
The Town is in the planning stages of a River Park expansion project. Public consultation will be taking place as part of this project during 2023. Some desire to see a public swimming pool developed in Springdale. |
Public consultation on plans for the future rec center will be taking place this spring: - Monday March 27th - display boards at the community center - Tuesday April 11th - rec center open house at the community center We encourage everyone to attend and share your ideas and opinions. Demand for more pickleball courts, demand to retain existing tennis court. | The Town Council will be continuing to discuss the future of the pickleball and tennis courts in future Town Council meetings. Watch out for future Town Council agendas for further information. |
Nightly rentals/ transient lodging. |
At the end of 2022, the Town Council adopted an ordinance stating that the Town will only accept applications for the Transient Lodging Overlay Zone during even years (i.e. no applications are being accepted during 2023). In the meantime, a Transient Lodging Working Group is working on finding effective solutions to best manage transient lodging development in the future. Code requirement for minimum tree size when planted (section 10-18-4(D) 1. There was a comment highlighting that replanting larger trees is not only more expensive, but trees are less likely to survive if they are replanted when already grown. |
The minimum size of planted trees for landscaping given in the Code represents a compromise between ensuring trees have the best possible chance of survival, while making sure that landscaping at new developments has a positive impact from the outset. |

The Park and Recreation Department have scheduled time to clear up the Baseball Field The planning commission has included looking into revising the Town’s regulations on beekeeping and other animals in their worklist. They have not identified this as an immediate priority, but it is on their worklist. Our Code Enforcement Officer has previously worked with Century Link and we have had them repaint the barrel structure. We are continuing to work with them to bring the structure into full compliance. |
