Shortly after the American Civil War, in the 1870’s, Presbyterian Pastor Rev. Lemuel P. Webber migrated west to Orange County, CA. He soon settled in a rural agricultural area and founded the Westminster Colony based on Biblical Christian principles. A year later, he founded First Presbyterian Church, Westminster (FPCW) with 17 charter members as its first pastor. The church first met in the home of a member and later moved to the second floor of the Colony’s co-operative store.
