The vision of OIC is for a self-sustaining, multi-faceted and multi-facility program focused on restoring the lives of those formerly incarcerated, homeless and others with significant life controlling problems as they achieve independence, self-sufficiency, and a passion for Christian living.

The purpose of OIC is to provide a compassionate and comprehensive set of programs for those who are willing to learn how to make reasonable and viable choices and take responsibility for themselves and their actions.
