The HLH Memorial Fund is an organization which was formed after the passing of Eld. Harry L. (Colonel) Hooker on 2009. Col. Hooker was a longtime resident of Dequincy and Chief of Security of Phelps Correctional Center of Dequincy until his retirement in 2006. He initiated programs that would help the offender population transition to society after being incarcerated. He was also concerned about the employees and would help anyone that needed assistance. Through this Fund his legacy of loving God, family and Dequincy will continue. Beginning in the spring of 2011, the Fund has given out two scholarships per year to deserving graduatinfg seniors of Dequincy High; 1 University and 1 Technical School Awards. The Fund sponsors an Annual HolySmoke BBQ Cook-Off & Praise Festival held the 4th Saturday on October on the Dequicy Railroad Museum Grounds. The proceeds from this festival funds the scholarships and other community projects. Thanks to Family, Friends and the Community of Dequincy, the fund has made an impact in the lives of many in our great town. The HLH Fund also Co-Sponsors an Annual School Supply Drive held in August.
